Adds the missing filters to /tutors: student level (tutors choose levels in Settings, migration 026 written and NOT applied), the visitor's time zone (kept in the address, applied on the server) and 'within 3 hours of me'; the filtered list is server-rendered, filtered addresses are canonical to /tutors, and the directory has a dark colour scheme (system setting).
Tests: tests/directory-filters.test.ts, tests/directory-dark.test.ts (+ updated directory tests). Full npm test: 1528 pass; two PGlite migration files time out only when the whole suite runs at once and pass alone. See docs/features/T-0863-directory-filters.md.
Owner step: run supabase/migrations/026_tutor_levels.sql in the Supabase SQL Editor (until then the level filter stays hidden and Settings says the levels cannot be saved yet).
