Because

  • Admins need to disable many accounts at once. The admin panel can reset accounts in bulk, but it can disable only one account at a time.

This pull request

  • Adds POST /api/account/bulk-disable. It takes up to 1000 emails or UIDs and returns 400 above that.
  • For each found account, it revokes all tokens and sessions, sets disabledAt and records the account.disable security event, through the same helper as the single disable. It sends no email.
  • Gives "No account found" for an unknown account or a malformed UID, and "Failure" for a row that errors. The other rows continue.
  • Moves the reset endpoint's locator lookup into findAccountByLocator, which both endpoints use.
  • Adds AdminPanelFeature.BulkDisableAccounts at PermissionLevel.Admin.
  • Adds the /account-disable page and nav link. The page splits the textarea on commas or newlines. It also reads a text file of up to 15MB and sends it in batches of 1000.

Risk

Risk: Medium (the worst of the three below)

  • Merge risk: Medium. 14 files, +629 -28: other code.
  • Rollback: Easy. A plain revert; it ships on the next train.
  • Verification: Partial. 24 checks pass; no test is shown to fail without the fix. A screenshot or video is attached.
  • Would not catch: load and request time for a full 1000-entry batch against production data, or a 15MB file in a real browser.

Issue that this pull request solves

Closes: FXA-14910

Checklist

Put an x in the boxes that apply

  • My commit is GPG signed.
  • If applicable, I have modified or added tests which pass locally.
  • I have added necessary documentation (if appropriate).
  • I have verified that my changes render correctly in RTL (if appropriate).
  • I have manually reviewed all AI generated code.

How to review (Optional)

  • Start with disableAccounts and findAccountByLocator in account.controller.ts. The extraction touches the reset path.
  • Is Admin the right permission level for bulk disable?

Functional test: bulk disable from the page on the local stack

Merge Confidence: 4/5

Adds an admin-only page for bulk account disable. Operators can submit email addresses or UIDs as comma- or newline-separated text, or upload a text file up to 15 MB. The page submits entries in batches of up to 1,000 and displays per-entry results.

Adds POST /api/account/bulk-disable with a 1,000-locator limit. The endpoint shares account lookup logic with account reset and returns Success, NoAccount, or Failure for each locator. Disabling an account revokes its sessions and tokens, records a security event, and sends no email. Access requires AdminPanelFeature.BulkDisableAccounts at PermissionLevel.Admin.

Reported verification includes 24 passing checks, a passing functional UI test, and passing unit, lint, and type checks for the guards library, admin server, and admin panel. Production-scale batch performance and 15 MB file handling in a real browser were not verified.

Walkthrough

The admin panel adds a guarded bulk account-disable page. It submits email or UID locators to a server endpoint, which disables found accounts and returns a status for each locator.

Changes: Bulk Account Disable

Layer / File(s) Summary
Feature access and response contract
libs/shared/guards/src/lib/admin-panel-guard.ts, libs/shared/guards/src/lib/admin-panel-guard.spec.ts, packages/fxa-admin-server/src/types.ts, packages/fxa-admin-panel/src/App.tsx, packages/fxa-admin-panel/src/components/Nav/index.tsx
The guard adds the admin-only BulkDisableAccounts feature. The app registers a guarded route and navigation link. The server adds response statuses for successful, failed, and missing accounts.
Locator lookup and bulk-disable endpoint
packages/fxa-admin-server/src/rest/account/account.controller.ts, packages/fxa-admin-server/src/rest/account/account.controller.spec.ts, packages/fxa-admin-server/src/event-logging/event-logging.service.ts
The controller looks up accounts by email or UID and processes up to 1,000 locators sequentially. It returns per-locator statuses, logs the disable event, and captures errors. The controller also reuses locator lookup in resetAccounts.
Admin panel submission and results
packages/fxa-admin-panel/src/components/PageAccountDisable/*, packages/fxa-admin-panel/src/lib/api.ts, packages/functional-tests/tests/admin/adminPanel.spec.ts
The page parses submitted locators, sends batches of up to 1,000, and displays results or errors. Unit, Storybook, and functional tests cover the flow.

Merge Risk: Low · previous review bc9f8

Bulk disabling is admin-gated and handles file-read errors and unknown batch outcomes. When a manual submission has a failed row, the page reports only a count, so an operator cannot tell which account needs follow-up. This is worth addressing, but it should not block the merge.

Security architecture risk: Low · up to bc9f8

The bulk action retains the existing Admin permission and revoke-before-disable ordering, while distinguishing failed rows from unknown request outcomes. Production identity-header protection and full-size batch behavior remain incompletely verified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — An authorized or compromised Admin can target arbitrary matching accounts in the configured account store, up to 1,000 locators per request. Repeated requests can reach more accounts. Batching increases per-request impact and operational throughput, but the same Admin role already had single-account disable authority over those accounts.

Trust Boundaries and Controls

  • observed — Direct API requests encounter the controller AuthHeaderGuard and globally registered UserGroupGuard before handler execution. BulkDisableAccounts requires Admin permission, independently of page visibility. The authentication guard checks identity-header presence, while the group guard derives permission from remote-groups; header authenticity remains an upstream responsibility.

Resilience and Maintainability Implications

  • inferred — The operation is not an atomic batch or cross-store transaction. Revocation failure prevents that invocation's disabledAt write, but earlier revocation steps may already have completed. Repetition re-revokes credentials and writes a fresh timestamp without re-enabling the account, although it may duplicate events. Concurrent enable and disable operations retain the inherited last-writer behavior; there is no new batch-wide reservation or rollback guarantee.

Full details: Title check

Explanation

The title "feat(admin-panel): add bulk account disable page" follows the required type(scope): subject format, uses an allowed type (feat), is lowercase, has no trailing period, and is 48 characters. It matches the main change: a bulk account-disable endpoint and an admin-panel page for submitting multiple emails or UIDs.

Full details: Security, Audit, And Regulatory Control Integrity

Explanation

The PR preserves authentication and authorization. The controller keeps AuthHeaderGuard and adds the Admin-only BulkDisableAccounts feature guard. The bulk endpoint also uses @AuditLog and logs disable-accounts. Each successful disable reuses the existing helper that revokes tokens and records account.disable. The diff shows no removed rate limit, validation, cryptography, webhook verification, or audit trail.

Full details: Database Migration Safety

Explanation

PASS: The PR changes no files under packages/db-migrations/; the migration diff count is zero. The database-facing code reuses the existing accounts.disabledAt column and token-revocation path. No schema object is added, dropped, renamed, or changed, so no forward/reverse patch or target-patch bump is required.

Full details: Sensitive Data Protection And Privacy

Explanation

The prior sensitive-data finding remains present and is caused by this PR. disableAccounts logs each raw locator at packages/fxa-admin-server/src/rest/account/account.controller.ts:910; locators can be emails or UIDs. The endpoint also has @AuditLog() and returns locator-bearing results, while AuditLogInterceptor logs request payloads and results at packages/fxa-admin-server/src/auth/audit-log.interceptor.ts:74-94. The configured sanitizer only includes password, sessionToken, token, secret, key, and auth (packages/fxa-admin-server/src/config/index.ts:104-108), so it does not redact locators. The new shared lookup sends malformed locators to Sentry as { extra: { locator } } at account.controller.ts:811, and the bulk endpoint activates this path.

Resolution

Remove raw locator values from the disableAccounts logger and from Sentry context. Redact or omit the locator list and locator-bearing results in the audit log for this endpoint. Keep only non-sensitive counts, statuses, and action metadata in logs and Sentry events.

Full details: Performance And Algorithmic Complexity Review

Explanation

The prior performance finding remains present. The changed disableAccounts handler accepts up to 1,000 locators but processes them serially at account.controller.ts:909-929. Each locator performs a separate MySQL account lookup at lines 913-914. Each found account then runs disableAccountByUid, which revokes tokens, performs an account update, and runs three state-change side effects at lines 536-571. revokeAccountTokens adds a MySQL procedure call and two OAuth database deletes at database.service.ts:152-157. The UI has no total input limit: PageAccountDisable builds an unbounded locator list and sends sequential batches in index.tsx:71-94; the 15 MiB limit applies only to the optional file, not the textarea or total entries. Results also accumulate for every submitted entry.

Resolution

Batch-resolve locators with bounded database queries and deduplicate accounts before disabling them. Process account disabling with bounded concurrency or an asynchronous job with a timeout and progress/result handling. Add a total input and result-size limit to the UI and API, not only the API's per-request 1,000-locator limit.

Do not report a failed batch as "Stopped after" earlier entries.

A failed batch request can still complete on the server. The client receives no result for that batch, so the page cannot tell which accounts were disabled. The current message says processing stopped after i entries. An operator can read this as meaning the failed range was not processed. Accounts in that range may already be disabled, with sessions and tokens revoked and no notification sent.

Name the failed range and state that its outcome is unknown.

Agreed. If we don't know say we don't know

Because:

* Support staff need to disable many accounts at once.

This commit:

* Adds a bulk Account Disable page and admin-server endpoint.
* Adds its own Admin-level permission; it sends no email.
* Shows one summary line of the results, not one row each.
* Reports a failed batch range as having an unknown outcome.

Make mocked results match the submitted locators.

The default mock returns three results even when a test submits one locator. The summary test consequently expects three outcomes from one submission, and the 1,500-locator test receives only six mocked outcomes. Make the default mock return one result per input locator. Set mixed statuses explicitly in the test that needs them, then assert the total across both batches. (raw.githubusercontent.com)

As per coding guidelines, “A reader should be able to infer the intent and expected behavior from tests alone, without reading the implementation.”

This page allows you to disable user accounts. A disabled account cannot
sign in, and all of its sessions and tokens are revoked. The user does
not get an email.

The pipeline stopped work on this PR: it used its 2 review rounds. Copilot left 4 new comments after the last round. One is confirmed: /account-disable is not in the client route list in packages/fxa-admin-panel/server/lib/server.ts, so a refresh of that page returns 404. A person on the team decides on the rest.

Checked that it can't touch more than the listed accounts: exact email / uid match, malformed input finds nothing, and it only sets disabledAt plus deletes that uid's tokens (no account data deleted). LGTM.

See also Copilot comments that should be addressed in followup: missing /account-disable route in server.ts (refreshing the page 404s), and the page text says all tokens are revoked, but OAuth access tokens stay valid until they expire.
