fix(auth): skip inactive-account emails and deletion when disabled - #21682
An account with accounts.disabledAt set could still get the first, second and final inactive-account emails.
Such an account could also be deleted by the inactive-account flow, also when it was disabled after an earlier email.
This pull request
Skips the email task in lib/inactive-accounts/index.ts when the account is disabled. The check runs before the first-email bounce handling, so a bounce cannot start a deletion either.
Adds a StatsD counter and a Glean "email skipped" event with reason disabled_account for each skipped email.
Skips deleteAccount in lib/account-delete.ts for the reasons InactiveAccountScheduled and InactiveAccountEmailBounced when the account is disabled. It records a Glean deletionSkipped event and a StatsD counter.
Adds whereNull('accounts.disabledAt') to the candidate query in scripts/delete-inactive-accounts/lib.ts.
Rollback: Hard. Account deletion cannot be undone.
Verification: Partial. 9 checks pass; no test is shown to fail without the fix.
Would not catch: behavior on production data and real Cloud Tasks queues; tasks run against mocks in unit tests and the query against local MySQL only.

How to review (Optional)
Key files/areas to focus on: lib/inactive-accounts/index.ts, lib/account-delete.ts.
Suggested review order: the query in lib.ts, the email task, then deleteAccount.
One reviewer call: the skip in deleteAccount covers the case where an account is disabled between the final email and the deletion. Is that second guard wanted, or is the email task check enough?
Screenshots (Optional)
None. This change is backend only.
Other information (Optional)
Glean reason extras are free strings, so metrics.yaml does not change.
An account that is enabled again enters the normal inactive cycle on the next scan.

Revert run: the 3 changed or new specs fail without the fix and pass with it. The specs are lib/inactive-accounts/index.spec.ts, lib/account-delete.spec.ts and test/scripts/delete-inactive-accounts/account-query.in.spec.ts.
Merge Confidence: 3/5
The change excludes disabled accounts from inactive-account scans and skips inactive-account emails and scheduled or bounced-email deletion when an account is disabled. It records skip metrics and Glean events. Admin-requested deletion remains allowed. The author reports passing unit tests, database patches, scripts integration tests, lint, formatting, and type checks. Production data and real Cloud Tasks queues were not tested. Rollback is difficult because account deletion cannot be undone.

Walkthrough
Disabled accounts are excluded from inactive-account query results. Notification tasks and non-admin deletion requests skip disabled accounts. Scheduled inactive-account skips record Glean events and metrics. Admin-requested deletion proceeds.
Changes: Inactive-account handling
Layer / File(s)
Summary
Exclude disabled accounts from query results packages/fxa-auth-server/scripts/delete-inactive-accounts/lib.ts, packages/fxa-auth-server/test/scripts/delete-inactive-accounts/account-query.in.spec.ts
The query filters out accounts with a non-null disabledAt value. An integration test checks that only the enabled account is returned.
Skip notifications for disabled accounts packages/fxa-auth-server/lib/inactive-accounts/index.ts, packages/fxa-auth-server/lib/inactive-accounts/index.spec.ts
Notification tasks return early for disabled accounts, record an attempt-specific metric and Glean event, and do not send emails, schedule follow-up tasks, or delete accounts.
Skip deletion of disabled accounts packages/fxa-auth-server/lib/account-delete.ts, packages/fxa-auth-server/lib/account-delete.spec.ts
Deletion skips disabled accounts for non-admin reasons and increments a disabled-deletion metric. Scheduled inactive-account deletion also records a Glean event. Admin-requested deletion proceeds.

Merge Risk: Minimal · previous review a204a
Disabled accounts are now excluded from inactive-account emails and from non-admin deletion, and admin-requested deletion still works. Re-enabled accounts re-enter the inactive-account flow only on a later scan pass, which is a delay and not a loss. No concrete merge-blocking defect remains.
Security architecture risk: Low · up to a204a
The changes add protection against deleting disabled accounts without expanding deletion authority. The deletion guard applies more broadly than inactive-account processing, and concurrent account disabling is not protected atomically. Production rollout behavior and the broader retention policy remain unconfirmed.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — Each deletion task identifies one account UID and may trigger cleanup across that account's authentication, subscription, and customer data. The new guard reduces destructive reach for disabled accounts across all non-admin reasons; it does not add a new target selector or credential authority.
Trust Boundaries and Controls
observed — The existing deletion endpoint requires the cloudTasksOIDC authentication strategy outside local-emulator mode and validates the queue name, UID, and deletion reason. The task producer supplies the reason that determines the admin exemption; this PR does not change those route controls. Deployed identity configuration was not independently verified.
Resilience and Maintainability Implications
observed — The inspected Firestore cleanup producer excludes UIDs that still have account records. Together with absent-row handling in the new guard, this is counterevidence to the possibility that ordinary orphan-customer cleanup becomes stranded by disabled-account retention.
Hardening Proposals
proposed — If disabled-account preservation must cover concurrent disabling, enforce eligibility within the deletion transaction before any destructive statements and propagate an explicit deleted-or-skipped result to prevent downstream cleanup after a rejected deletion. This would strengthen the pre-existing concurrency boundary rather than remedy an exposure introduced by this PR.

Full details: Security, Audit, And Regulatory Control Integrity
Explanation
PASS. The diff does not weaken authentication, session/AAL verification, token validation, rate limiting, cryptography, or webhook signature checks. It prevents disabled accounts from inactive-account emails and automated deletion, while preserving admin deletion. It adds disabled-account StatsD metrics and Glean skip events for inactive email tasks and scheduled deletion. The user deletion route retains its existing authenticated, verified-session, AAL, and password checks.
Full details: Performance And Algorithmic Complexity Review
Explanation
PASS. The pull request adds constant-time disabled-account checks and a whereNull('accounts.disabledAt') predicate. It does not add nested loops, unbounded buffers, or new per-item queries inside a batch loop. The existing inactive-account scans retain result limits, offset pagination, and concurrency control, while each cloud-task handler processes one account. No explicit performance or algorithmic-complexity failure condition is introduced.
Full details: Database Migration Safety
Explanation
PASS. The pull request changes six fxa-auth-server TypeScript/spec files and does not modify or delete any file under packages/db-migrations/databases/*/patches/ or any target-patch.json. It adds no schema change. The queried accounts.disabledAt column already exists in the base revision, including migration patch-116-117.sql, so no forward or reverse patch is required.
Full details: Sensitive Data Protection And Privacy
Explanation
The privacy issue remains unresolved and is caused by this pull request. The new disabled-account Glean payloads include uid at inactive-accounts/index.ts:257-260 and account-delete.ts:167-172. Glean uses that value as account_user_id and computes account_user_id_sha256 in metrics/glean/index.ts:161-166; the server event logger emits both fields. The added tests also require the UID in these events.
Resolution
Remove uid from the new disabled-account Glean event payloads and update the related tests. Keep only the non-identifying reason and required aggregate fields. Keep the StatsD counters without UID labels.

Confirm the telemetry for the disabled-account skip may carry the account UID.
The disabled_account skip event at packages/fxa-auth-server/lib/account-delete.ts:168 passes uid. The Glean wrapper sets commonMetrics.account_user_id = uid at packages/fxa-auth-server/lib/metrics/glean/index.ts:164, so this telemetry records the raw UID as account_user_id. The active-account skip at line 153 passes uid the same way.
Confirm that the data review for this metric covers account_user_id on these events. If it does not, remove the UID from both skip events and report only aggregate or non-identifying fields.

Give the account mock a disabled state.
The user-requested path does not call accountDisabledAt, and the shared account mock returns no disabledAt. A guard that reads account.disabledAt could therefore block disabled accounts while this test still passes. Set disabledAt on the returned account as well. (raw.githubusercontent.com)

Apply the disabled-account guard to bounce deletions.
handleFirstEmailBounce enqueues InactiveAccountEmailBounced with no delay. The email task checks disabledAt before that call, so an account is enqueued only while it is enabled. If the account is disabled before the deletion task runs, the guard in deleteAccount does not apply to this reason. The task then deletes the account. Tasks queued before this change have no guard either, so they can delete disabled accounts after deploy. The exposure is limited to the dispatch delay of queued tasks. The deletion is irreversible, though.
Apply the same check to both inactive-deletion reasons.
