fix(web): tables let the page scroll, and a user row opens the sheet - #92

- table wrapper used overscroll-contain on both axes, so a vertical wheel over any table could not reach the page scroller; now overscroll-x-contain only
- admin users: clicking anywhere on a row opens the user sheet (checkbox, buttons, links and switches keep their own action); the open row is highlighted
