中英双语（i18n）第一步：建立后续三张卡共用的契约。
docs/sessions/vta-i18n-261019/design.md（方案、已否决方案、分期）language：zh-CN|en，缺省zh-CN（现有部署零变更）；非法值在load_config时直接抛ValueError并列出合法取值video_transcript_api.i18n：SUPPORTED_LANGUAGES、get_language()、t(key, **kwargs)；缺 key 直接抛错，不回落i18n/locales/{zh-CN,en}.json（目前只有骨架 key，后续卡填充）tests/unit/i18n/test_i18n.py：key 集合一致性、缺省语言、非法值、端到端子进程消费验证
make test全绿（4158 项）pytest tests/unit/i18n tests/unit/test_llm_config_defaults.py tests/unit/test_api_routes.py→ 70 passed后续
C2 英文文档（并行中）；C3 LLM 产出语言、C4 网页界面、C5 API 报错在本 PR 合并后派发。
