feat: Secure connections (TLS/Basic auth) + Fast Frame reliability improvements

Proposed changes

Adds secure connection support (TLS / Basic authentication) to TekHSIConnect and brings in the FastFrame reliability/diagnostic work, along with supporting examples, tests, and documentation.
