Add a build that doesn't use the joycon sticks

Joycon drift is a serious problem and the menus become near unusable if a joycon has begun drifting.

Based on making te-noanalog.zip it probably wouldn't be too difficult to add an a make flag for it or something (was literally just commenting out a couple parts of hid.c)
