fix(ci): stop setup-android installing the retired tools package - #98

android-actions/setup-android@v3 installs 'tools platform-tools' by default. The runner's command-line tools 16.0 no longer publish 'tools', so sdkmanager exits 1 and every CI and release job fails in setup before building anything. Ask for platform-tools alone in both workflows.
