This PR bumps the System JavaScript client to
@solana/kitv7, updating the@solana/kit-plugin-litesvmand@solana/kit-plugin-signerdev dependencies to their v7-compatible0.13.0line and rebuilding the lockfile. As the root of the fleet's client dependency graph, System ships first so downstream clients can target a v7-compatible release.
