Only load the FW Lite settings file where the host has one - #2836
FW Lite Web logged TroubleshootingService method GetSettingsFile failed on every load (and, since #2765, sent a matching Mixpanel error event). The Troubleshoot dialog fetched the settings file unconditionally, but web doesn't expose GetSettingsFile.
Add ITroubleshootingService.GetCanManageSettingsFile(), following the GetCanShare() pattern: MAUI returns true, web returns false.
GetVerboseLogging() now returns bool instead of overloading null to mean "no settings file". On web it is no longer [JSInvokable] and throws NotSupportedException, like the other settings methods.
TroubleshootDialog.svelte loads verbose logging and the settings file, and shows both controls, only when the host can manage the settings file. MAUI behaviour is unchanged.
Regenerated TS types.

FW Lite Web: open home page and Troubleshoot dialog, no GetSettingsFile error in the console
FW Lite (MAUI): Troubleshoot dialog still shows the verbose logging switch and the settings file editor
FW Lite Web logged a GetSettingsFile error on every load because the
Troubleshoot dialog fetched the settings file unconditionally, and web
doesn't expose it. Add an explicit GetCanManageSettingsFile capability
(MAUI true, web false) and gate the verbose logging and settings file
loads on it, so GetVerboseLogging no longer overloads null.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The troubleshooting service contract adds a settings-file capability method and changes GetVerboseLogging() to return a non-nullable boolean. The MAUI implementation reports settings-file support, while the web implementation reports no support and throws when verbose logging is requested. The troubleshooting dialog uses the capability result to gate settings-file access and controls.
If the capability query fails, the settings controls disappear without an error message. The change is otherwise mergeable with awareness of this bounded issue.

A rabbit checks the settings door “Can this host manage files?” MAUI answers, “Yes, I can,” Web says, “Not this while.” The dialog shows the fitting controls, Then hops away in style.
