Fix Move workflow_reuse.py fetch onto audit.contents_text #3106. Move spec/workflow_reuse.pyfetch onto audit.contents_text from spec/audit.py, as spec/fidelity_honesty.pyfetch already is, removing its own encoding != "base64" check and base64.b64decode(...) decode, and the base64 import if nothing else in the file uses it. Done looks like: fetch returns audit.contents_text(content) for a non-None response with no local decode left, behavior for a directory listing or a too-large file (no inline base64 content) unchanged at None, the spec self-tests and the full local gate set green, and a pull request into develop carrying Closes on promotion: #3106, driven per drive-pr to merge.
External blockers
None known at pick time.
Internal dependencies
None. #3107 (call-site wiring tests for alternatives) is a separate issue touching spec/audit.py and spec/fidelity_honesty.py tests, and does not need to land first.
State
Picked from the open backlog by an unattended picker. No branch, worktree, or pull request exists for this lane yet. Re-derive: whether spec/workflow_reuse.pyfetch still decodes on its own, and how spec/workflow_reuse.py imports spec/audit.py (if at all), since fidelity_honesty.py shows the import shape already in use.
