Expand the read-only capacity notice (shown only when useEntitlements is on) into an escalation ladder: mid-incident Emergency Request pointer, the Entitlements user guide, the #entitlement-users ask rail (tag @entitlement-support to reach the oncall), and the #teletraan platform rail. Support links/handles are centralized in settings.ENTITLEMENT_SUPPORT and injected via the capacity view. Co-authored-by: Cursor <cursoragent@cursor.com>

Summary
When capacity fields on the Cluster Capacity page are read-only (the
useEntitlementspath), users currently have no in-context way to find who to ask or how to escalate. This expands that read-only notice into a short escalation ladder so people can self-serve or reach the right place fast:#entitlement-users— tag@entitlement-supportto reach the oncall.#teletraan.Support handles/links are centralized in
