Motivation

mise does not reliably pick up the latest release when tags differ only by commit build metadata, which does not affect SemVer precedence. Other version managers may have the same issue.

Description

Generate plain SemVer tags by adding the commit count since the last VERSION edit to the base patch number. Keep embedded binary versions aligned with release tags, and reject tags pointing to another commit before uploading assets.

Test

AI generated and ran tests, and I reviewed the code. This will require monitoring the results when a new release is cut.

Unrelated Fixes

Update GitHub Actions dependencies and the CI Go version.

- Verify the commit SHA exists and abort early if `HEAD` cannot be resolved.
- Query the remote tag after creating or fetching a release to verify its commit SHA matches `HEAD`.
- Prevent accidental asset uploads to an existing or conflicting release from a different commit.
