[omdb] fix bad-looking headers in omdb db sitrep#10729

As seen in [this comment][1], some of the headers in `omdb db sitrep` commands are formatted badly: they use `== TITLE ---...` instead of `== TITLE ===...`, and the cases header is missing a bit of whitespace. This fixes that. Sorry.
