Support developing Paragon as a workspace package #4440

Description

I'm trying to develop Paragon locally against frontend-template-site same as the other frontend repos: under packages/, built in dependency order by Turborepo and watched by npm run dev:packages.

A few problems off the bat:

package.json hardcodes the version. It should be 0.0.0-dev.

Missing scripts: clean and watch:build.

Makefile:6 calls ./node_modules/.bin/babel directly. Under workspace hoisting that path does not exist, so turbo run build fails for Paragon.

There might be more. Plus, the other frontend repos will need to be modified accordingly.
