Since 2026-09-28, every `windows-11-arm` job hits the 6 h limit while building py-cython 3.3.0 (last green run: 2026-09-25).

GitHub moved the label to the `windows-11-vs2026-arm64` image (MSVC 14.44 → 14.51). The new compiler invalidated the arm64 binary cache, and py-cython now hangs at `-- Building python wheel!` until the job is cancelled. On 2026-09-18 the same port built in 1.2 min with MSVC 14.44.

  • py-cython: on arm64-windows, set `NO_CYTHON_COMPILE=true` so Cython skips compiling its own modules and installs as pure Python. Downstream ports still get a working Cython, just a slower one. Port version bumped to 3.3.0#1.
  • windows.yml: give the Build step a 330 min timeout and upload logs on `cancelled()` too. A hanging build then fails before the job limit and leaves its build logs. Until now a timeout produced no logs, so we can't see exactly where Cython hangs.

Unblocks #284.
