Accept exactly one trailing empty marker on APT Inst records while preserving package, version, and architecture validation. Add install, upgrade, streaming-boundary, and malformed-marker coverage, plus the release note. Remove the completed APT backlog item and add the approved follow-up to inventory and organize temp/.
