Overhaul re-render/reload logic

The reload logic is relatively inefficient at the moment: when one file changes, all files are re-copied into the build directory.

The following behaviour is to be implemented:

• If a template changes, re-render everything.
• If a page changes, re-render the page.
• If a static file changes, re-render everything.
