Synchronize sparqlEscapeUri regex across templates

Templates are not consistent in the regex to escape URIs. These should be brought inline based on mu-semtech/mu-javascript-template#34.

FYI: It seems the mu-semtech/mu-javascript-template is fine, see mu-semtech/mu-javascript-template#34. Could we already proceed to release this one?
