- generate utl and exg inits
- export only what sync generated (fixes 6.5.0 ncf break, adds missing Hpc)
- leave handwritten inits alone

Subpackages with no model name file (utl, exg) had handwritten __init__s re-exporting their generated modules, which broke when a sync removed a module and went stale when one was added (utl was missing Hpc). Codegen now generates them from the modules it writes, and sync tracks them like any other generated module. A handwritten __init__ is left alone.
