test against the latest MF6 release in CI - #441

Add a CI job that syncs the classes and binary to the latest MF6 release (`flopy4 mf6 sync latest --install`) and runs the tests. It doesn't block yet: the test models come from the develop models registry and can use input newer than the release. Show sync status in both test jobs, and document the supported MF6 versions. Fix sync for "latest": it isn't a git ref, so the DFN fetch 404'd. Pin the tag it resolves to before fetching. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
