[Deployment verification] Responses config lookup returns HTTP 500 #10

Verification scope
This is a temporary post-deployment verification issue for IssueLens version 19 and the .github/issuelens.yml workflow integration. It will be closed after the workflow result is inspected.
Reproduction
- Send a Responses request that asks IssueLens to load the repository labeling policy.
- Target
microsoft/IssueLens. - Observe an HTTP 500 response while resolving
.github/issuelens.yml.
Expected
The request returns the configured labeling policy from .github/issuelens/labels.md without exposing credentials or modifying unrelated issues.
Actual
The request returns HTTP 500 with error signature ISSUELENS_CONFIG_LOOKUP_500.
