Motivation
Stacked on #12775, which makes
themeConfig.colorMode.respectPrefersColorSchemedefault totrue.The init templates have set
respectPrefersColorScheme: trueexplicitly since #11293, to opt new sites into the system color mode before it became the default. It's now redundant, so this removes it. New sites keep the same behavior.Test Plan
