fix(scorecard): stop claiming an edit for a dismissed fan-out flag - #6

The Fan-out row appended " — edited" whenever flags remained but none was missed or static. That happens only when every flag was dismissed, which is exactly when nothing was edited. A run printed "1 flagged — 1 dismissed with reasons — edited". An edited file drops out of the final result, so the scorecard cannot know about edits at all. The clause is gone, and the README and scorecard reference now show the line the script prints.
