ci: ship the x64 exe as WinLens.exe only - #32

Conversation
The x64 framework-dependent build is published as WinLens.exe (the name every release has used) instead of WinLens-win-x64.exe plus a copy, and the README points there. Re-running the release workflow for a version that already exists now refreshes its notes and files and drops the ones no longer built.

Summary
Before: the release carried the x64 exe twice, as
WinLens-win-x64.exeand as aWinLens.execopy, and the README pointed toWinLens-win-x64.exe.After: the x64 exe is published only as
WinLens.exe, and the README and release notes point there. The arm64 exe and the two standalone zips stay as they are. Re-running the release workflow for a version that already exists refreshes its notes and files and removes the ones no longer built. That is how v1.3.0 gets fixed after this merges.Type of change
