feat(landing): show open PRs per rule as a dimmed second row - #196

Each rule now lists its merged PRs, then a dashed, greyed "open N" row of PRs still awaiting a verdict. Adds rule rows for three diagnostics that had open PRs but no row (callback without return, self-comparison, await inside forEach), each with a before/after example.
