Description

@crenshawdev

Raised at crates/baley/src/checkout/gather.rs:102 as medium by openai, ruled downgraded.

Claim. Lossy UTF-8 decoding can collapse a distinct tracked pathname onto the project-file pathname and suppress the required survey.

Failure scenario. On a Unix checkout, place the discovered project file at p/baley.toml, using a literal U+FFFD, and track another file at p\xFF/baley.toml, using a raw 0xff directory-name byte. Git permits both paths. Both listing entries decode to p/baley.toml, so holds_existing_code returns false and the issued order omits bal-start-survey, although HEAD tracks another file. Preserve a lossless pathname representation for this comparison. a_tree_listing_asked_another_way_or_read_past_a_failure_is_caught still passes because its listing fixtures contain only ASCII names.

Filed by Cadence. Fingerprint 2dc14120426384fc over (file, claim).
