Run the test matrix across Python 3.10, 3.11, 3.12, and 3.13 on Linux, Windows and MacOS

This PR updates the CI to run the test matrix across Python 3.10, 3.11, 3.12, and 3.13 (matching requires-python = ">=3.10,<3.14" in pyproject.toml) on Linux, Windows and MacOS.

• Added strategy.matrix.python-version with fail-fast: false so one version failing doesn't cancel the others.
• Passed matrix.python-version to astral-sh/setup-uv so each job installs and tests against that interpreter.
• Gated the coverage-comment and badge steps to run only on the 3.12 on Linux leg, since they publish a single PR comment/badge. Running them on all 4 would post duplicates.
