Fix missing gradle-wrapper.jar causing CI build failures

Technical Details

The gradle-wrapper.jar file (43,583 bytes) had to be force-committed using git add -f because the repository's .gitignore contains a global *.jar pattern that was overriding the intended exception !gradle/wrapper/gradle-wrapper.jar.

Verification

After this fix:

• ✅ ./gradlew --version successfully shows Gradle 8.10.2
• ✅ Smithy build commands execute without errors: ./gradlew smithyBuild validateModels
• ✅ The Gradle wrapper can now download and manage the Gradle distribution automatically

This resolves the CI build failures and restores full Gradle wrapper functionality to the repository.
