3.1.4.4 and A.1.1: a value on an anyUnits placeholder may be written without a unit and is then valid as a plain number with no default unit and no conversion; unlike Delay and Duration nothing requires a unit. Follow-up to PR hed-standard#701 after Copilot read "has no default" as "invalid".
