docs: add jev-preflight to development and workflow

Adds [jev-preflight](https://github.com/muse0509/jev-preflight), a Claude Code plugin that evaluates code-change risk with TypeSafe's Jev and can prompt at most one additional investigation before the turn completes.

The entry is under Community Plugins → Development & Workflow, alphabetically between jev-harness and jev-use.
