Add jev-align

Adds sutro-sh/jev-align to Community Plugins > Development & Workflow.

jev-align is a human-in-the-loop CLI that coding agents can configure and operate through documented flags and AGENTS.md guidance. Jev evaluates classification or scoring examples, people explicitly supply every label, and GEPA proposes optimized definitions that require human acceptance.

I maintain and am affiliated with the submitted project. The project was developed substantially with coding-agent assistance.

Verification:

• The public repository and released PyPI package are active.
• The project test suite runs without live API calls.
• python3 scripts/check-alphabetical.py README.md passed.
• python3 scripts/validate-contribution.py passed catalog validation.
