The brand naming and sticker rules restored in #2215 were only added to messages/en.json. The keys (Brand.rulesNaming, Brand.rulesClubber, Brand.rulesSticker) don't exist in de.json, es.json, fr.json, or ru.json, so the rules section on /brand only renders for the English locale.
