release-allto publish the tests image before the CI image.Reason
Dockerfile.cibuilds the CI image using the publishedgovcmstesting/tests:latest-php${PHP_VERSION}image. Publishing the tests image first prevents the CI image from using stale test content or failing when the required tests image does not yet exist.This does not change the existing image names, tags, or release triggers.
