librarian(ci): eval if actions/install-protoc can be deleted #7493

Good point. This is an pre-existing bug, see recent log.
Updated workflow as suggested.
Separately, might worth eval if install protoc is still needed in setup-librarian action here?

Looks like some unit test relies on this protoc on path via
testhelper.RequireCommand (). Perhaps add and check the librarian managed location for this helper method.
