Web: Table of Contents added to pages and posts
The project web functionality was further improved by the addition of a Table of Contents for each page or post with at least 3 headers.
The implementation is based on the jekyll-toc-generator plug-in by dafi, with several patches.
Another addition is a mechanism to avoid having to manually refresh pages after CSS changes; it uses a CSS cache boosting scheme based on a date string, appended to CSS URLs.
