fix(web): unify history tab section headers

Summary

• Unify trip / fuel / maintenance section heading typography and row layout via a shared HistorySectionHeader
• Match the trip week/month select height to the header control size
• Move maintenance category filters (all / maintenance / admin) to the right of the title, matching the trip period select position

Test plan

• Open History → Trip report: title and week/month select align on one row
• Open History → Fuel logs: title matches other tabs; no extra right control
• Open History → Maintenance: category chips sit to the right of the title
• Switching category filters still filters the list correctly
