Egg switched a bit ago to use quanta to time things, to make each timing measurement faster, but as a consequence it can take up to 200ms to calibrate on the first timing measurement. This means on my system, a modern macbook, even small egg files take at least that long to run.
This PR enables downstream users to disable quanta and use the builtin timing to avoid this initialization time, but keeps quanta as the default
