Supersedes #3 and #4 -- the same major wave from two directions, since the 'fuzz-deps' group rewrites the root workspace manifest.

- etherparse and socket2 removed: declared in three manifests each, imported by zero source files.
- rand 0.8 -> 0.9 across 10 files (24 thread_rng, 17 gen, 16 gen_range).
- sysinfo pinned to 0.38, not 0.39: 0.39 requires Rust 1.95, above the 1.88 MSRV.
- windows 0.62 moved BOOL out of Win32::Foundation, caught by the Windows CI job.

Three latent defects the wave exposed, all fixed: expand_hosts() was unbounded so 0.0.0.0/0 allocated ~68 GB and hung until SIGKILL; host_count() returned 0 for a /31 (RFC 3021); and host_count() vs expand_hosts() measured different things, undersizing the scheduler's result queue.

2,587 tests pass; audit, deny, clippy, fmt, MSRV and both container images all green.
