The infra code for old grades was removed in #72 but never destroyed. That code used an older infra setup, so its not that easy to apply it currently. Because of that, this pr just updates the rule priority for grades-backend and grades-frontend so the domain points at those instead. Then we can clean up old grades and the tf state later
