feat: mark knowledge-only skills as not user-invocable - #17

Add user-invocable: false to 8 skills that provide reference knowledge rather than actionable workflows. These skills will still be loaded automatically by Claude when relevant, but won't appear in the / menu for direct user invocation. Skills marked as not user-invocable: - taskfile-dev (dev-toolkit) - documenting-repositories (docs-manager) - committing-work (git-workflow) - creating-pull-requests (git-workflow) - tenet-governance (governor) - code-review-guidelines (review-toolkit) - agent-browser (ui-dev) - react-best-practices (ui-dev) web-design-guidelines remains user-invocable as it has an actual workflow (fetch → read → check → output).
