Context
Renovate opens 5–14 PRs per month, and none of them automerge. About 75% are digest updates. Actions are pinned to major tags (
# v6), so upstream minor releases appear as digest changes, and the existing minor and patch groups never match them. Automerge also never fires: digests fall outside the automerge rules, and Renovate branches report no status checks. Renovate stopped opening PRs on 2026-07-19 because 10 PRs are open, which is its default concurrent limit.This PR makes these changes:
renovate.json: groupsminor,patch,digest,pin, andpinDigestupdates into one automerged PR, and majors into one PR that you merge by hand. Both run onschedule:monthly. Every change still goes through a PR (automergeType: pr). It also removes:automergePr,:automergeMinor, and:combinePatchMinorReleases, which the package rules replace..github/workflows/actionlint.yaml: runs actionlint 1.7.12 on every PR. It gives:automergeRequireAllStatusChecksa real check to wait on.terraform.yamlandtrivy-scan.yaml: quote$GITHUB_WORKSPACEand$GITHUB_OUTPUT. This fixes 4 shellcheck SC2086 findings that would otherwise fail the new check.Expected volume: 1 automerged non-major PR and at most 1 major PR per month. Vulnerability alerts ignore the schedule.
