Dpm Env Var Interpolation Improvements

Goals

• I want the ability to use environment variables in my multi-package.yaml and daml.yaml for things like and I want these environment variables to remain even when I have pinned dependencies and/or dars

Proposal

• Convert the dependencies and components arrays to objects, and include a digest: additional field which holds just the SHA. Entries will be enriched with this field when pinned

Changes Required

• Damlc must accept dependencies and data-dependencies as objects, or ignore those fields and just parse the equivalent values from resolve-dependencies and resolved-data-dependencies returned by dpm resolve
