hnsr: retain Phase 2 routing hardening checkpoint

Purpose

This fork-side stacked draft preserves the later HNSR routing and resource-hardening research after the named-service/web checkpoint.

Review boundary

• base: the retained named-service/web checkpoint
• delta: persistent XOR routing, durable state, larger replication, bounded discovery dials, diversity and admission policy, scheduled republishing, relay scoring, profile-aware budgets, telemetry, and the local twelve-process trial
• status: controlled single-workstation research, not an upstream merge request or public-network readiness claim

Independent operators, sustained churn/load testing, privacy review, and production abuse policy remain required. No permanent wire assignments are requested.
