Claim. Rerunning cannot complete a reviewer-list step that failed after replacing the global file.

Failure scenario. In a ledger-registered project, choose none with no settings answers. Let replace_list succeed but the subsequent checkout admission or policy recording fail. On rerun, the global list already matches, so reviewers::decide returns None and the interview exits successfully as unchanged without retrying the missing policy work. The ledger retains the old policy despite the promised recovery. Policy reconciliation must remain retryable independently of whether the TOML needs another replacement.
