chore: refresh Cargo and Nix dependencies and update regtest CLN - #2567

Pin the release source until nixpkgs catches up and remove the obsolete macOS warning override. Fix the documentation helper executable permission and Python interpreter path so the release archive builds under Nix. Validated the Linux build, Nix formatting, Apple Silicon macOS evaluation, and all 61 Lightning integration tests with SQLite.

Description
Refresh Cargo.lock, Cargo.lock.msrv, and the pinned Nix inputs.
Update regtest Core Lightning from 26.04.1 to 26.06.7 using a
hash-pinned source override until nixpkgs includes the release.
Remove the obsolete macOS warning override and fix the release
archive's documentation helper permissions and Python interpreter
path so CLN builds under Nix.

These checks preceded the final Cargo dependency refresh.
Native macOS compilation remains unverified. Intel macOS evaluation
is blocked by the updated unstable nixpkgs input dropping support.
