Return Pending on the first initiated or in-flight payment update and bound dispatch acknowledgement and status lookups. Track outgoing payments in memory and emit terminal events for mint saga reconciliation. Reconnect interrupted tracking streams without resending payments, and keep transport failures indeterminate.

Cover pending dispatch, terminal outcomes, event replay, reconnects, timeouts, and retries with mock gRPC tests. Verify mint proof rollback on a terminal failure event. Backend restart recovery is kept separately in the KV reference change.
