Elastic Beanstalk .NET 10 Support

Describe the bug

Elastic Beanstalk supports .NET 10 (.NET 10 running on 64bit Amazon Linux 2023) for several months now.
Releasing an application with the AWS Toolkit for Visual studio outputs the ‘Using self-contained publish since AWS Elastic Beanstalk does not currently have net10.0 preinstalled’ message and produces a self-contained build.

Expected Behavior

Detect that .NET 10 is supported and create a framework-dependent build.

Current Behavior

Self-contained build is created.

Reproduction Steps

Release an .NET 10 application to a '.NET 10 running on 64bit Amazon Linux 2023' Elastic Beanstalk instance.

Possible Solution

Fix the supported framework detection.
Provide a way to force a framework-dependent build to allow developers to directly create matching builds once new plattform support (.NET 12, 14, ...) is pushed to Beanstalk.

Thank you for reporting this issue @compu-dk, it seems like a valid bug.

The Elastic Beanstalk self-contained fallback uses a hardcoded list of supported frameworks

Since net10.0 isn't in that list the code falls through to the "not preinstalled" branch and produces a self-contained build as you are seeing.
Adding an escape hatch to force a framework-dependent build seems like a valid feature too, we'll get this prioritized.
