The Via decoder ring page moved from /tools/via to /via.html on the project website, leaving the documented URL returning 404. Update the references in the FAQ and records documentation to the new location.

The Via decoder ring page moved from
/tools/viato/via.htmlon the project website, so the URL currently documented in the FAQ and records docs returns 404.This updates those references to
https://trafficserver.apache.org/via.html(verified 200). A companion redirect (Redirect 301 /tools/via /via.html) has already been merged to apache/trafficserver-site so existing/external links keep working.
