Replace javax.activation with jakarta.activation-api (from version 1.2.0 to 1.2.2)

Replace javax.activation with jakarta.activation-api (from version 1.2.0 to 1.2.2)

Motivation and Context

• The old javax.activation namespace has been transferred to the jakarta project, which has released a compatible version with a different name. That component is newer and hopefully better maintained.
• The old file seems to be considered a security problem as reported in Jmeter code stopped building after removal of com.sun.activation » javax.activation >> 1.2.0 #5720

How Has This Been Tested?

Ran ./gradlew build on my local dev machine
